Is a "starting from" (เริ่มต้น) accounting quote binding?
No. A "starting from" price is the bottom row of a firm’s price table, and it commits the firm to nothing about your company until a written scope says what volume, filings and extras that price covers. We found no Thai rule that requires a "starting from" price to say what it includes, so the protection is the engagement letter you sign, not the advertisement.

Almost every firm in this market publishes a floor and very few publish a ceiling. That is not dishonest in itself; a fee that depends on your volume cannot be known before someone sees your volume. The problem is comparing two floors as if they were two prices.
What the published floors actually say
From the price pages we collected for the bookkeeping cost guide, observed in August 2026, the floor is always attached to a condition, and the condition is where the money is:
| Published | The condition attached |
|---|---|
| Bee Accountant, 4,000 a month | Up to 10 documents a month. 11 to 30 documents is 6,500; 31 to 60 is 8,500. |
| Reliance Consulting, 15,000 a month | Up to 30 transactions a month, then 300 baht per extra transaction. |
| Acclime, from 4,000 a month | Final price depends on the number of monthly transactions and employees. |
| VB & Partners, from 6,500 a month | VAT filings charged separately, from 2,000; prices exclude VAT. |
| Belaws, from 3,500 a month | 7% VAT on top; VAT registration, annual audit and payroll listed as separate services. |
Read across that table and the same company could land anywhere in it. A firm that is cheaper at 10 documents can be dearer at 40, and a fee quoted before VAT costs you 7% more than the same number quoted including it.
What makes a price binding
What a firm is held to is what it agreed with you in writing for your company: the engagement letter or service agreement. We found no TFAC or DBD rule that requires one for bookkeeping, and no published TFAC fee scale, so the content of that letter is entirely up to the two of you. This is general information, not legal advice; for a dispute over a signed agreement, speak to a lawyer.
Seven lines that turn a floor into a quote
- The volume the fee covers, stated as documents or transactions per month, and how each is counted.
- The price of the next band, or the price per item above the cap.
- Whether the fee includes or excludes 7% VAT.
- The annual items: PND 50, PND 51, the DBD filing, and whether the audit is a separate engagement.
- Any setup or catch-up fee for the months before the firm started.
- The minimum term, and the notice either side must give.
- When the fee can be reviewed, and how much notice you get of a change.
Ask every firm the same seven questions and the answers can be laid side by side; a page of "starting from" prices cannot. Getting three firms to answer them in writing is what the request form is for. What the fee should cover in the first place is on what is actually included in a bookkeeping fee.
