บต.32 is the application a Thai employer files with the Department of Employment for a work permit on behalf of a foreigner who is still outside Thailand; English speakers, and Thai embassies abroad, still call it WP3. The employer files it before the foreigner travels, at DOE or through e-WorkPermit.

The approval letter the Department of Employment issues is what Thai embassies ask for with a Non-Immigrant B visa application for work: the Thai missions in Singapore and Ho Chi Minh City list it as the WP3 or WP.32 letter. It is not a work permit: the foreigner may start work only once the work permit itself is granted.
