ตม.30 is the notification that tells the Immigration Bureau where a foreigner with temporary permission to stay is living. Under Section 38 of the Immigration Act B.E. 2522 (1979), the house master, the owner or possessor of the residence, or the hotel manager must file it within 24 hours of the foreigner arriving there.
The legal duty sits with the landlord, householder or hotel, not with the foreign tenant, so a foreign company renting housing for staff should agree in writing who files it. Under Section 77 of the Act, failing to notify carries a fine of up to 2,000 baht, or 2,000 to 10,000 baht for a hotel manager.
